For over 25 years, GCR has provided right of way acquisition, relocation, GIS mapping, and project management services to the Pontchartrain Levee District, whose jurisdiction extends from East Baton Rouge Parish to the St. Charles/Jefferson Parish line. Our initial project assignment involved the acquisition of various real estate interests to facilitate construction of a 9.75 mile, federally authorized hurricane protection levee on the east bank of St. Charles Parish. GCR provided comprehensive title research in both mortgage and conveyance records, prepared detailed abstracts of title, coordinated with surveyors and appraisers for the provision of right of way maps and appraisal reports, conducted negotiations with property owners, and coordinated with utility and pipeline owners.

GCR has been instrumental in filing all reports and financial documentation to maintain project eligibility with the New Orleans District, U.S. Army Corps of Engineers (Corps) for federal assistance. Through the guidance provided by GCR, the Pontchartrain Levee District has maintained eligibility for cost-share crediting for all property acquisition and project related services. Additionally, GCR was instrumental in securing over $15M in non-federal funds through the Louisiana Department of Transportation & Development’s Statewide Flood Control Program and Capital Outlay.

Following Hurricane Katrina, the Corps designed and constructed the Hurricane Storm Damage Risk Reduction (HSDRR) Project, improvements with 100-year level of risk reduction from storm effects having a 1% chance of occurring each year. GCR continued to provide program management and right of way services to ensure the successful completion of the HSDRR Project. Today, GCR continues to support the Pontchartrain Levee District in various real estate related assignments.
