GCR Inc. (GCR), a New Orleans-based public sector software and services firm has expanded its Resilience, Recovery, and Real Estate division to include Vice President Benjamin Billings, a former public affairs consultant and Senate Staff Director of the Disaster Recovery Subcommittee.

Prior to joining GCR, Billings served as a Principal with Sentinel Strategies LLC, a public affairs and business development consulting firm that specialized in federal and state government relations.
During his 10 years in the U.S. Senate as Staff Director of the Disaster Recovery Subcommittee and Senior Policy Advisor to Senator Mary Landrieu (D-LA), Billings helped author and enact a wide array of supplemental appropriations packages and disaster recovery legislation related to FEMA and HUD programs after Hurricanes Katrina and Rita, Superstorm Sandy, the Deepwater Horizon oil spill, and other disasters.

Billings is a native of New Orleans, where he resides with his wife Chelsea, and is a graduate of the University of Texas at Austin, University of London, U.S. Naval War College, and Uniformed Services University of the Health Sciences.
