Public Assistance / Stafford Act

FEMA’s Public Assistance Program provides grants to state government, local government, Indian Tribes or federally recognized Tribal organizations and Alaskan Native Villages, and certain Private Non-Profit entities to assist them with the response to and recovery from disasters. Specifically, the program provides assistance for debris removal, emergency protective measures, and permanent restoration of infrastructure.

GCR provides experience and knowledge of FEMA’s Public Assistance disaster framework and the roles and responsibilities following a disaster. We have familiarity and technical assistance expertise in performing preliminary damage assessments (PDAs), developing project formulations (PWs), determining cost eligibility, assisting with procurement requirements, reconciliation of insurance proceeds, grant management assistance, project completion certification and reconciliation of final cost-closeout, complying with record keeping for fiscal requirements after project and disaster closeout, and other disaster recovery protocols.
