In 2008, St. Charles Parish renewed its initiative of permitting and constructing the West Bank Hurricane Protection Levee system, which consists of nine miles of levees, pump stations, and structures designed to prevent storm surge flooding on the West Bank of St. Charles Parish in the communities of Luling, Boutte, Hahnville and Paradis. GCR Inc. ( GCR) provides turnkey right-of-way acquisition and program management services for the various phases of the project. In this role, GCR serves as the primary real estate consultant for St. Charles Parish by providing right of way acquisition and real estate related support services, project management services and serves as a liaison between the Corps of Engineers, Office of Coastal Management, Lafourche Basin Levee District and St. Charles Parish. Related support services include right of entry requests, title research, preparation of abstracts of title, GIS mapping, right-of-way mapping, tract plat mapping, preparation of legal descriptions, appraisal coordination, document preparation and recordation, negotiations with property owners, relocations, and assistance in expropriation proceedings when necessary.

GCR, in the liaison role between the U.S. Army Corps of Engineers and the Office of Coastal Management, has assisted Burk-Kleinpeter, Inc., the project engineers, in the Section 404 and Coastal Use Permit processes. In this endeavor, GCR has coordinated Jurisdictional Wetland Determinations for each phase of the project with the Corps including gathering and presenting the necessary soil data, vegetation types, and hydrologic conditions of the properties. GCR has also coordinated all wetland mitigation and planning for the unavoidable wetland impacts associated with the project.

As a program manager for the project, GCR has prepared presentation materials for public meetings, status reports to the St. Charles Parish Council and Parish Administration, and informational brochures for distribution to legislative delegations at both the State and Federal level. Additionally, GCR, in coordination with the St. Charles Parish Grants Office, prepared funding applications to the Department of Transportation and Development Statewide Flood Control Program for state funding to assist in the implementation of the project.
